Cambodian, U.S. forces jointly conduct naval exercise

PREAH SIHANOUK, Cambodia, Oct. 27 (Xinhua) -- Cambodian and U.S. naval personnel on Monday began a five-day exercise here at the Ream Naval Base, aiming to enhance maritime security skills and cooperation, officials said.
The 2014 Cooperation Afloat Readiness and Training (CARAT) exercise was attended by some 600 Cambodian naval and air forces and 400 U.S. navy personnel.
Vice Admiral Robert Thomas, commander of U.S. 7th Fleet, said, "We've made steady progress in just a few years, growing CARAT from a basic port visit to a series of training events on Ream Naval Base."
CARAT provides a credible venue for regional navies to share best practices and foster maritime security cooperation, according to a press statement.
Ashore, personnel will conduct hands-on training in damage control, navigation, tactical combat casualty care, force protection and visit, board, search, and seizure techniques, the statement said.
At sea, USS Mustin (DDG 89), embarked with Destroyer Squadron ( DESRON) 7 staff and an MH-60R helicopter, will train with two RCN Stenka-class patrol boats, it said, adding that in addition to maneuvering and surface gunnery drills, highlights include a shiprider exchange, maritime boarding scenarios and a search and rescue exercise.

Julie Chung, Charg d'Affaires of the U.S. Embassy to Cambodia, said the CARAT exercise represented Cambodia and the United States' shared dedication to maritime security.
"The U.S. ships and sailors you see here demonstrate the American people's commitment to sustaining a strong bilateral defense relationship with Cambodia, one that safeguards both the natural resources and economic opportunities that the sea provides, " she said.
Admiral Tea Vinh, commander of the Cambodian Royal Navy, said Cambodia participated in the CARAT exercise for the first time in 2010 with the aim of building capacity for Cambodian naval forces and enhancing cooperation between the Cambodian and U.S. navies.
"The exercise will contribute to building capacity for our naval forces in defending maritime space," he said.
