LONG BEACH – A founding member of Cambodia Town Inc. in Long Beach was imprisoned in Cambodia on Wednesday for his alleged involvement in the defrauding of a Phnom Penh dentist of $1 million.
The Cambodia Daily, an English-language paper in Cambodia, reported that Richer San, a longtime Cambodian American community leader in Long Beach, was arrested and sent to the minimum-security PJ Prison after a failure to appear for questioning at the Phnom Penh Municipal Court.

According to Cambodian court documents provided to and translated for the Long Beach Register, San, along with Sichan Siv, a former ambassador and bestselling author of “Golden Bones,” a memoir of survival under the Khmer Rouge; and Thomas Willens, former head of a nonprofit in Cambodia, were named in a complaint by Eng Lykuong and accused of luring her into a phony business deal.
According to the Cambodia Daily, New York State Assemblyman William Nojay is also part of the complaint.
Lykuong, one of the most prominent dentists in Cambodia, claims she was urged in 2012 to invest in Akra Agriculture Partners, which has been defunct since her investment.
The Phnom Penh Post referred to the proposed company as “an ambitious new agricultural development project” that was intended as a cooperative of Cambodian farmers and millers that would “dramatically revamp the sector and bring profits back into the hands of farmers.”
The Cambodian dentist is well-known in Long Beach, where she has volunteered with the Cambodian Health Professionals Association of America in its medical missions to Cambodia that have treated thousands of impoverished Cambodians.
“She’s the most wonderful, kind person I’ve ever met,” said Dr. Song Tan, president of the health organization.
The Long Beach-based group gave Lykuong its first Volunteer of the Year award. She has donated equipment and supplies to the medical missions and been an invaluable liaison, Tan said.
San and the others were first ordered to appear in court in July and ordered to remain in Cambodia, according to Cambodia Daily.
The paper quoted Cambodian officials, who said Siv and Willens left Cambodia before the order was made and the Cambodian court has no power to remove them.
In addition to spearheading the formation of Cambodia Town, which advocates for businesses and culture in Long Beach’s Cambodian ethnic enclave, San has been active in numerous organizations in the community. San and his wife, Sithea, moved back to Cambodia permanently in 2012, although they continue to travel to the U.S.
Sithea San, who was with her husband when he was arrested, told the Cambodia Daily, “We are good people and we are honest people and we will do things right.”
Richer San told the newspaper: “I am very disappointed. I have given so much to the country of my birth.”

There is no way Cambodia can progress unless Vietnamese come over and invest it right. Khmer would not dare to scam Vietnamese. For small scam, Vietnamese could use gangsters to beat the craps out of the Khmers. For big scam, Vietnamese just call the Cambodian police to give batons until the Khmer pay up.
The bottom line is, Vietnamese will own and rule Khmers.

Some people hide their real names because they're cowards. They always assume that the allegation against Mr. Richer San is true. One person appears to be jealous at the successes and the popularity of Mr. San and his wife. This kind of people is dangerous; one minute they pretend to be your friends, the next minute they stab you in the back. As far as I know, Mr. Richer San and his wife Sithea are honorable people. They have sacrificed their own money, time and efforts to built the Cambodian community in Long Beach, California. I have a lot of respect for both of them. Now they have become victims of Dentist Eng Ly Koung. You can imagine this dentist having her clinic in Cambodia, charging $10.00 per customer for teeth cleaning, has made millions of dollars. I know that most of ordinary Cambodians don't go to dentists because they can't afford. So how can this dentist make this kind of money? Something very murky is going on. But I'm not surprised because this is Cambodia, the champion of corruption. Furthermore, rumor has it that this woman, who is married, has cheated her husband. She has "friends" in high places. She hangs out with them in bars and night clubs in Phnom Penh without her husband's knowledge. Her husband is a Vietnamese. He's a sand merchant, pumping sand from riverbeds in Cambodia for sale. Therefore, he's contributing to the destruction of this country. Mrs. Ly Koung told the press that she was conned by Mr. Richer San and Mr. Sichan Siv into making a one million dollar investment to a fictitious company. It's so ludicrous! If I had a million dollars to invest, would I want to find out more about the company where I invest my money in before I actually do it? There is more to this that I will disclose later.

Here is my support to Richer, a good man and a good community man. Here is what I have acknowledged of his accomplishment in Long Beach community. 1- Cambodian Town 2- Cambodian Chamber of Commerce.
About Cambodian Town, Richer was thriving so hard to lobby every businessman in Long Beach and urge the congressman to work for one common goal, Cambodian Town. His hard working has been paid off, Cambodian Town is on the list of the City of Long Beach. He also put up together the Cambodian Chamber of Commerce which was broken apart before he stepped in. Richer San has never made a bad remark on anyone in the Community.
For Richer San accusation, according to the Bill Nojay, Richer was an employee of the Akra and left the company a year ago. If Richer was involving with the embezzlement and misuse of fund, then, I would have agreed to the accusation, but not lobbying the investors to join the registered company. Investors are a risk-taker who spend money to make money and they are hold on to their owned- decision. They are free to seek advice from any financial counselor or officer before they decide to put stake in the company, therefore, it is not Richer San responsibility for the investment.

Actually, Richer San and Sothea San did not spearhead the formation of Cambodian Town. They merely jumped in and took credit when it was about to be done. Their work in the Cambodian community has always been self-serving, like inviting Sok An to be in the parade in 2008, as they were trying to open business in Cambodia. Most people know that those two has no ethic and have always been looking for a quick way to make money.
